The priorities of the Department of Education and Training, with the Office for Early Childhood Education and Care, are delivered through eight outputs, each performing distinct, although complementary functions:
Providing every child access to quality early education and care through the implementation of universal access to kendergatten, regulation and licensing of early childhood education and care services and development of integrated early childhood programs and services from birth to twelve years.

Early Phase of Learning - Prepatory to Year 3 - providing the best possible start for our youngest Queenslanders by establishing the foundations for lifelong learning and personal wellbeing.

The Middle Phase of Learning - Years 4 to 9 - developing the knowledge, skills, values and creative thinking of students to prepare them for their senior years.

The Senior Phase of Learning - Years 10 to 12 - providing students with flexible learning opportunities that equip them for seamless transitions into further education, training and/or work.

Students with Disabilities - supporting students with disabilities in state schools and special schools and providing them with the opportunities to achieve quality education outcomes.

Non-state education - providing support services for the regulation of non-state schools; educational institutions and courses for overseas students and home schooling and administering state funding programs for non-state schools and organisations providing services for students with special needs.
- Vocational education and training - supporting the skilling needs of all queenslanders through the development, delivery and regulation of high quality vocational education training programs and services.
- Higher education - providing advice on higher education priorities and regulatory assistance to Queensland universities and non-university higher education providers.
