Key changes

The new National Law will see the introduction of a National Quality Standard Adobe PDF document External Link that includes new standards relating to early childhood education and care staffing in long day care, family day care and kindergarten services, which will be gradually introduced from 2012 to 2020. This includes improved educator-to-child ratios and improved qualification requirements.

Existing staffing standards in each state and territory for outside of school hours care will be maintained under the National Law as a transitional arrangement. It is expected that national staffing standards for outside of school hours care will be developed in the future, following cost-benefit analysis, consultation with the sector and national negotiation.

Queensland long day care, family day care and kindergarten services are well placed to meet the new staffing requirements for these sub-sectors due to Queensland's existing high legislative standards for qualification requirements and educator-to-child ratios.

In addition, Queensland's approach to implementing universal access to kindergarten, including funding long day care services for the first time to provide teacher-led kindergarten programs, means that many Queensland services are already on track to meet the new staffing requirements.
