Supervisor certificates - process and forms

The purpose of a supervisor certificate is to identify those persons who can be put in day-to-day charge of an approved education and care service.

A supervisor certificate is ongoing and moves with a person. It is not related to a service, other than in the case of 'prescribed class' supervisors. See below for more information on 'prescribed' class supervisors.

There are three main classes of certified supervisors under the National Regulations:

  1. declared certified supervisors
  2. supervisors in a prescribed class
  3. new applicants for a supervisor certificate.

1) Declared certified supervisors

For a person to be a declared certified supervisor they must on 31 December 2011, have been both:

In practice, services may use different names for their key positions in the service. For example, in kindergartens, a teacher may meet the requirements for a qualified centre director or group leader under the Child Care Act 2002.

2) Supervisors in a prescribed class

Certain classes of positions (mainly in schools) may be automatically granted a supervisor certificate without having to apply. Classes of persons include a principal of a school, a person in charge of a campus of a school or a registered teacher delivering a pre-preparatory learning program. This process recognises that people in these positions are considered to be fit and proper and meet the prescribed requirements for qualifications, experience and management capability. The certificates issued to these positions are not linked to the individual educator and are therefore not portable to other services. See Regulation 49 for further detail.

3) New applications for a supervisor certificate

A person may be eligible for a supervisor certificate if they meet the minimum requirements for qualifications, experience and management capability outlined in Regulation 47. To be a certified supervisor in a service other than a service that provides care primarily to over preschool age children (i.e. outside school hours care), the applicant must have at least one of the following:

To apply for a supervisor certificate, the applicant must complete the form CS01 available from the ACECQA website External Link. Educators residing in Queensland can submit this form to the Department of Education, Training and Employment.

It should be noted that any of the above certified supervisors (declared, prescribed class or new applicants which are approved) may be designated as the nominated supervisor or, in the absence of the nominated supervisor and the approved provider, may be placed in day-to-day charge of an education and care service if they accept the designation in writing.

Under section 162 of the National Law, a responsible person must be physically present at a centre-based service at all times that an approved service operates. For centre-based services a 'responsible person' can be:

  • a staff member of a licensed service, or the nominee under the Child Care Act 2002
  • a qualified Director, qualified Coordinator or qualified Group Leader under the Child Care Act 2002.
