Learning frameworks - Family day care and outside school hours care

The following materials were provided to attendees during the October - November National Quality Framework information sessions. They have been uploaded as an online resource for services wishing to workshop these concepts internally. 

The National Regulations prescribe two approved learning frameworks:

The Early Years Learning Framework is for services catering for children from birth to five years in long day care centres, family day care schemes and kindergarten services and My Time Our Place is for school age children (6-12 years), whether they are attending an outside school hours care service, a family day care scheme or a long day care centre. Educators in services providing education and care to children from birth to 12 years would need to be familiar with and implementing both frameworks.

These framework provide the blueprint to help educators meet the educational program and practice requirements under the National Quality Standard External Link (NQS), which services will be rated against.

The frameworks describe the principles, practice and outcomes essential to support and enhance young children's learning from birth to 12 years of age, as well as their transition to school. The Frameworks convey high expectations for children's education and care through five learning outcomes:

There are transitional provisions within the National Regulations to recognise other learning frameworks in other jurisdictions. These are not applicable to Queensland and only apply to service provision within the state that they are approved.

There are other curriculum frameworks, tools and guidelines for kindergarten programs which align with the approved learning frameworks that services may use to support their implementation of the learning frameworks. Examples include the Queensland Kindergarten Learning Guideline External Link and other Queensland Studies Authority accredited programs.

The educational practices and related policies, procedures and documentation will be assessed for compliance, assessment and ratings purposes against the standards and elements in Quality Area 1 Educational Program and Practice of the NQS and the related requirements in the Education and Care Service National Law and National Regulations. In particular the assessment will focus on the alignment with principles, practices and the five learning outcomes of the approved learning frameworks.
