

From 1 July 2010, licensees of early childhood education and care services have been required to keep and maintain a compliance history log book (log book). A log book must contain all formal notices issued to the licensee for the service.
The log book requirement is the result of staged amendments to the Child Care Act 2002
(the Act) to provide parents with access to open and transparent information about non-compliant early childhood education and care services. Stage 1 of the amendments commenced on 1 February 2010 and included the:

The log book must contain all formal notices issued (after 1 July 2010) to licensees by authorised officers for contraventions of the Act and the Child Care Regulation 2003 (the Regulation).

The log book will not contain formal notices issued under section 143 of the Act for contraventions of the Building Act requirements.
A licensee is required to make the log book available for inspection or to provide a copy of part of the log book on request by a person. A licensee must also advise parents, in writing, of the log book and their right to inspect or to request a copy of part of the log book within seven days of their child commencing at the service.
The Act does not prescribe the format of the log book which may be paper-based or electronic. A sample log book template has been provided below, as a guide only, to assist licensees to meet the requirements of the Act.
A licensee has a right of review through the Chief Executive of minor compliance notices.
The introduction of the compliance history log book will help Queensland families make informed decisions regarding services that provide or potentially will provide early education and care for their children. It will also encourage greater accountability and continuous improvement within the early childhood education and care sector.
Parents can be assured that the majority of services provide safe, quality care and education for children and comply with the child care legislation.
